  農村地域におけるコミュニティ変容とデジタル技術によるつながりの再構築

  
  

  私の研究では、人口減少や制度の硬直化、社会関係の複雑化が進む日本の農村地域において、農村計画を地域社会再編のプロセスとして再定義することを目的としています。理論と実践の橋渡しを図りつつ、農村における協働・知識・ガバナンスの再構築に焦点を当てています。

  
  

  第一に、農村社会の構造的変化に対応する形で、農村計画プロセスの変容を検討しています。計画を単なる技術的・行政的な営みではなく、複数の主体・関係性・知識体系が関与する「社会に埋め込まれたプロセス」として捉え、診断・構想・設計・合意形成といった各段階が参加型ガバナンスや協働能力の育成につながるよう再構成する方法を探求しています。コミュニティに根ざした計画論などを参照しつつ、過疎・高齢化地域における社会学習と集団的な行為主体性の媒介としての計画の役割を分析しています。

  
  

  第二に、ICT（情報通信技術）が農村の協働とガバナンスを再構成する可能性を探っています。デジタル・プラットフォームやコミュニケーション技術、VRなどの仮想空間技術が、知識共有、共同意思決定、多主体間の関与のためのインターフェースとしてどのように機能するかを分析しています。ICTは行政効率化の手段にとどまらず、地域知や関係性、公共性の構築を媒介する技術であると捉えています。また、情報の非対称性、デジタル・デバイド、新たな公共圏の形成といった課題にも、社会システム論や情報社会論の観点も踏まえてアプローチしています。

  
  

  以上の二つの柱を通じて、地域参加、知識共創、デジタル基盤をつなぐ持続可能な農村計画の包括的枠組みの構築を目指しています。

• Overview of the research

  Accompanied with the international challenges of global-scale climate change, large-scale natural disasters or food security, the importance of sustainability of rural areas, located in the border with the natural environments holding multiple functionalities that are beneficial even for urban areas, has continuously soared. While multiple challenges including declining and aging population, decreasing of farmers, deterioration of social ties, etc. have been concerned, rural planning or rural development which consider new information and communication technology (ICT), exemplified by smart village, have gathered worldwide attention. I, in particular, focus on the impact of ICT, a tool with strong potential to overcome temporal and geographical distances, on rural communities, working on the development of new rural planning methods that incorporate the following two approaches, according to the current or future condition as well as the potential of the area.
  
  1) Approach to develop new rural governance system consisting of a variety of actors to realize the sustainability and development of the area,
  2) Approach to take advantage of ICT to complement human labor for sustaining rural community functions and multiple functionalities of rural areas with consideration of the socio-technical system approach
